Annual Work Programs

 

Each year, the Montgomery County Planning Department prepares and submits an annual program plan to the Planning Commission. The projects included in the plan are divided into two categories: major and minor. Major projects include those projects which involve a longer term committment of resources (sometimes spread over multiple years) and personnel. Minor projects are generally shorter in length and more narrowly focused. Although the previous work programs are mentioned in the minutes of the Planning Commission, the full descriptions are available from the Montgomery County Planning Department.

1.COMPREHENSIVE PLAN REVIEW AND REVISION

PLANNING COMMISSION

  1. Participate individually as facilitators in the Community Facilitators Initiative.
  2. Participate individually as members in Focus Groups.
  3. Provide overall supervision of the comprehensive planning process including review and comment on (draft) plan chapters as they are completed.
  4. Review and comment on Planning Consultants reports and analysis.
  5. Submit (draft) plan to Board of Supervisors by target date December 31, 2003

PLANNING DEPARTMENT

  1. Plan and implement Community Facilitators Initiative to reach out to all types of organizations and receive input from 1,000+ citizens into the planning process.
  2. Plan and implement Focus Groups, an effort to involve interested citizens in the development of goals, objectives, strategies and indicators for each plan chapter.
  3. Complete development of (draft) plan chapters.
  4. Support work of Planning Commission and Planning Consultant.
  5. Continue planning education / public outreach (mailing lists, newsletters, web page, etc.) to inform and involve citizens in the comprehensive planning process.

PLANNING CONSULTANT (Herd Planning & Design)

  1. Complete "Cash Proffers" research and make presentations on this information.
  2. If county decided to proceed of cash proffers, then develop cash proffer implementation plan including policy guide for monetary contributions. Make necessary presentations on this information.
  3. Complete "Land Use Designations" research and make presentations on this information. Review Zoning Ordinance in light of findings.
  4. Prepare draft ìLand Use Designationsî map and make presentations on draft map.

2. GEOGRAPHIC INFORMATION SYSTEM (GIS)

PLANNING DEPARTMENT

  1. Complete development of Strategic GIS Plan to guide GIS implementation throughout county departments and agencies. Provide staff support to countys GIS Management Committee which oversees GIS implementation.
  2. Complete data conversions from CADD Cadastral data (parcels and road centerlines) to GIS data (parcels and geo-coded road centerlines).
  3. Integrate aerial photography from Virginia Base Mapping Program (VBMP) into county GIS.
  4. Develop inclusive presentation approach that enables GIS data to be available in the meeting room for use by Supervisors and Planning Commissioners.

3. LAND DEVELOPMENT OFFICE

PLANNING DEPARTMENT

  1. Begin software implementation to automate and manage departmental workflow (rezonings, SUPs, variances, appeals, site plan review, 2232 reviews, subdivisions, AFDs, complaints, etc.) and integrate all land development records with GIS.
  2. Continue digitizing existing paper records for rezonings, SUPs, variances and appeals.

4. COMMUNITY DEVELOPMENT BLOCK GRANT

PLANNING DEPARTMENT

  1. Administer $499,700 received by the county for renovation of 215 Roanoke Street for use by Free Clinic including compliance with all state and federal requirements.
5. FIELD REVIEW OF OUTSTANDING SUPs PLANNING DEPARTMENT
  1. Continue field review and documentation of 200+ outstanding SUPs. Determine compliance with specified permit conditions. Take follow-up actions to bring into compliance any sites that are not meeting all the conditions of their SUP. Void SUPs found to be abandoned or discontinued for a period of 2 or more years

6. COAL MINER'S PARK

PLANNING DEPARTMENT

  1. Conclude current activities including NPS/DCR grant administration for Merrimac Link Trail, WPI Stream Restoration Project, Park Master Plan revision (including Tipple/Hoist Area Plan for DMME) and on-line Globe Program in coordination with the Natural History Museum and the Public Schools.

7. ALL-HAZARD MITIGATION PLAN

 

  1. Support New River Valley Planning District Commission staff in preparation of regional plan that can then be adopted by Montgomery County for acceptance by Federal Emergency Management Agency (FEMA) as countys local plan.
Ongoing Project: ZONING ORDINANCE ADMINISTRATION PLANNING COMMISSION
  1. Review and recommend rezoning requests and special use permit requests.
  2. Review and recommend amendments to the Zoning Ordinance.

BOARD OF ZONING APPEALS (BZA)

  1. Review and decide variance requests and appeals of Zoning Administrator decisions
  2. Review and decide special use permits (as applicable).

PLANNING DEPARTMENT

  1. Provide staff support to the Planning Commission and the Board of Zoning Appeals.
  2. Prepare draft amendments to the Zoning Ordinance for Planning Commission consideration
  3. Provide information and answer questions concerning the Zoning Ordinance for developers and the general public.
  4. Enforce the Zoning Ordinance including review of building permit applications, review of site plans, complaint investigation and follow-up, legal enforcement actions, etc.
  5. Assist VCPA with regional training sessions for Planning Commission and BZA members/alternates

  • Transition staff support for the Coal Mining Heritage Park (CMHP) and the CMHP Advisory Committee from Planning Department to the Parks & Recreation Department.

7. METROPOLITAN PLANNING ORGANIZATION (MPO) (if meet designation criteria)
  • Assist in implementation of MPO transportation planning process for Blacksburg, Christiansburg and parts of Montgomery County

Redistricting

  • Work with the County Attorney and Voting Registrar to provide necessary staff support for the redistricting of the county election districts based on the Year 2000 Census
Comprehensive Plan Review and Amendment

Planning Commission:

  • Provide overall supervision of the comprehensive planning process.
  • Decide on appropriate Ad Hoc Committee structure to involve interested citizens in the ongoing development of the plan. Decide on appropriate structure to involve Blacksburg, Christiansburg, Radford, and Virginia Tech in the ongoing development of the plan.

  • Pick up where the Commission left off last February with work on Plan Elements and Planning Areas. Liaisons aide in gathering existing plans/studies of note since last Comprehensive Plan. Hold first round of public meetings in each Planning Area by Fall.

  • Prepare Request for Proposal (RFP) to hire Planning Consultant.

177 Corridor Area Study Update

Planning Commission:

  • Continue work with Radford Planning Commission and the NRVPDC staff to update the Route 177 Corridor Area Study (1992) and then amend the joint Comprehensive Plan for the Corridor Area.
Coal Miner's Heritage Park/ Heritage Park System

Planning Department:

  • Continue work with Radford University Applied Anthropology class on the design of a historic interpretive center and recreational facility for Coal Miners Heritage Park in Merrimac. Community meeting to present report to be held in early 2000. Develop grant application for park funding.

  • (4th Qtr time permitting) Begin preparation a neighborhood planning element for the Riner Rural Expansion Area.
